Agent Not Honoring Tender Response Time (Doc ID 2828413.1)

Symptoms



Tender Response Time is set on Lane as 4 hours (for example)
When a a shipment is tender automatically via an agent, A 24 hour response time is applied (instead of expected 4 hours)
However when a shipment is manually tendered via UI actions, then the 4 hour response time is correctly applied
Expectation is that the Shipment tendered via Agent also respects the lane setup of tender response time

The issue can be reproduced at will with the following steps:
1. Tender a Shipment via a Agent
2. Review response time on the respective tender offer page
