Multistop Shipment Does Not Get Created When Specific Equipment To Be Ordered Is Populated

Symptoms
There is a difference in behavior of shipment building when the section "Specific Equipment to be Ordered" is populated versus "not populated"
2 Orders when bulk planned with section "Specific Equipment to be Ordered" is populated creates 2 shipments
Same 2 Orders (with same order constraints, equipment constraints and planning parameter set) when planned without this section populated ,
consolidate into 1 multistop shipment
Expectation is that the orders in case 1 (ie section "Specific Equipment to be Ordered" is populated ) also should consolidate to 1 shipment
This is not happening and 2 Shipments are being built
