Periodic Mass Copy also auto submitted when Initial Mass Copy is run

When we ran the initial mass copy with period set to 1-20 for the target tax book, it errored because of the inactive accounts as expected.
After temp enabling the accounts the Initial mass copy was run for a second time and it succeeded,
However, the Periodic Mass Copy scheduled process also got submitted, apparently as a product of the Initial being submitted, This is unexpected.

Please investigate why the Periodic Mass Copy also got auto-submitted.
