[ExaCS] GI patching after VM restore

Goal
Premise:
- GIHOME and OCR are upgraded when you apply GI patch
- VM backup is automatically acquire once a week in ExaCS
* VM backup acquisition and GI patching are asynchronous.
In the following cases, GI patching will fail after VM restore
because the versions of GIHOME and OCR do not match.
* VM restore does not restore OCR.
Example:
Step 1. GI patch 19.12 applied
Step 2. VM backup (GIHOME 19.12)
Step 3. GI patch 19.13 applied
Step 4. VM restore (GIHOME 19.12)
Step 5. Apply GI patch 19.13 <<<<<< fail
