IDCS instance Deleted. But I am still able to access the same instance.

Problem Description
---------------------------------------------------
I have created an IDCS instance with name: xzxx with url: https://idcs-GUID.identity.oraclecloud.com/ui/v1/adminconsole


However, after the termination of this instance, people are still able to access the same, I mean the URL is still accessible on the internet. However, it doesn't allow the login.
