Symptoms

ZDM migration fails with below error 

PRGZ-1132 : -eval failed for the phase ZDM_PRECHECKS_TGT with exception
Exception [EclipseLink-4002] (Eclipse Persistence Services - 2.7.7.qualifier): org.eclipse.persistence.exceptions.DatabaseException
Internal Exception: java.sql.SQLNonTransientConnectionException: Too many connections
Error Code: 1040
