Create Requisition

Manage Buyer Assignment Rules/Enter NonCatalog Request

Requisitions are entered for specific requisition BU, procurement BU , category/commodity
and sometimes
Buyer is not being retrieved at all (when Supplier value is entered)
Buyer is retrieved, but does not appear to be the correct Buyer (when Supplier is not entered, Buyer Roy is retrieved, but it is not the correct Buyer. The Buyer should be Ruth since Ruth's rule matches both Commodity and Noncatalog Request = YES in addition)

Buyer value to be retrieved correctly.

The issue can be reproduced at will with the following steps:
1. Set up Manage Buyer Assignment Rules by
Requisition BU
Procurement BU
Deliver-to Organization
NonCatalog Request

make sure that at least 2 rules match
requisition bu
procurement bu
deliver-to organization and supplier are blanks
one rule has noncatalog request = Yes, assign this rule to BuyerA
one rule has noncatalog request= Blanks, assign this rule to BuyerB

2. Enter 2 Requisitions using Enter NonCatalog Request UI
with the same
requisition bu
procurement bu
category /commodity
deliver-to organization
in one requisition, populate the supplier field
in the other leave the supplier field = blanks

3. Submit the requisitions for approval

4. Review the requisitions
Requisition with Supplier field populated does not have a Buyer assigned
> customer expects rule with noncatalog request = Yes to be triggered, BuyerA to be retrieved, because
Requisition without Supplier field populated has Buyer assigned = BuyerB (rule with noncatalog request = blanks is being triggered)
> customer expects rule with noncatalog request = Yes to be triggered, BuyerA to be retrieved
