Error "Couldn't download - Blocked" When Clicking the Download Link for an XML Export

Information in this document applies to any platform.
When attempting to download a large scheduled XML export file by clicking the Download link in the View Scheduled Service screen, the following message occurs:
Couldn't download - Blocked
The issue can be reproduced at will using the following steps:
- Log into P6 Web Client
- Navigate to Project Scheduled Services
- Choose the Job or the File
- Click "download file"
- Error Couldn't download - Blocked is observed using Chrome
- Error Couldn't download - Network issue using Edge
