TCC: Terminate Task Error "Step does not exist. Please verify the input values"

Symptoms
A TCC TransitionProcess import was run with the terminate-task operation to terminate one of the process step's tasks. However the import failed with the following error in the response/result:
Step does not exist. Please verify the input values
Additional Information: This type of import specifies a TransitionProcess for the import's 1st parameter/column and the number of a step task or subprocess to terminate in the import's 2nd parameter/column. The number to use for the import's 2nd parameter is obtained by exporting the relevant TransitionProcess to get the value of one of the following:
- "Process,Steps,StepTask.Task,Number" if you are terminating one of the main processes' step task
- "Process,Steps,StepSubProcess.SubProcess,Number" if you are terminating all the step tasks of a sub-process
