Capacity Being Ignored When PLAN SHIPMENTS WITH CARRIER COMMITMENT Parameter Is Set To FALSE (Doc ID 2830420.1)

Symptoms

When the Parameter PLAN SHIPMENTS WITH CARRIER COMMITMENT is set to FALSE, OTM is not selecting the carrier that is configured as a Preferred Rate (i.e. included in Rate Preference). In addition, since the Preferred Rate is not selected, the Capacity Usage configured for the preferred rate is not being used.

To contrast, when PLAN SHIPMENTS WITH CARRIER COMMITMENT is set to TRUE, the Rate Preference is being honored and Capacity Usage applied.
