ACTUAL BEHAVIOR

When buyer awards negotiation and changes default controls for BPA, when BPA is created these controls are not propagated.
EXPECTED BEHAVIOR
-----------------------
BPA controls should be propagated from the negotiation award to the final BPA created from the negotiation
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a negotiation, award, change BPA controls
2. Observe how BPA controls are not matching the ones in the negotiation award
