Symptoms

 Steps to Reproduce the Issue

1) Create PR approval with multiple stages and in one stage build approval group with 3 approvers A, B and C (serial)

2) Now create vacation rule in such a way A delegates to B and B delegates to C

3) Create PR and once it reaches the approval group and approver C gets notification , there is no attachment in notification
