PRC:PON:Collaboration Team Members Receive Error When Trying To Navigate To Negotiation

When attempting to click on“Collaboration Task Assigned” link on negotiations workspace the following error occurs.
“You can't access the negotiation because it was deleted”.
The issue can be reproduced at will with the following steps:
1. Create negotiation, add suppliers
2. Communicate negotiation to suppliers via Messages button in negotiation
3. Users with certain roles are able to see the negotiation as expected, some
other users not. They enter the notification from the negotiations
4. If Manage negotiations UI is used all users are able to see the negotiation
