On : 11.13.21.10.0 version, Global Human Resources
When attempting to make a position change, the following error occurs:

An impacted assignment has been updated after the position change was submitted. You must resubmit the position change. (PER-1531672).
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Select quick action Request a Position Change.
2. When and Why - provide effective date in the past.
3. Enter the change and submit.
Error occurs.
