Symptoms

After creating a new Employee Packet and assigning several Activities, some Activities already in the Packet can be assigned a second time while other Activities cannot.

In the example screenshot below, a Packet has been assigned to an Employee, and includes "Example Activity A" and "Example Activity B". When assigning additional Activities to this existing Packet, the User can assign another copy of "Example Activity A" but cannot assign another copy of "Example Activity B":
