JMS Topic ETSOSTATUS for JMS_MONITORING_AGENT Subscriber in RIB-RMS Shows a Large Number of Messages (Doc ID 2831930.1)

Symptoms

 Very large number of messages stuck on ETSOSTATUS topic meant to be consumed by JMS_MONITORING_AGENT subscriber for many days.
Note that the issue is specific to ETSOSTATUS topic.

Steps To Recreate:
1. RIB-RMS SOSTATUS-SUB-1 was brought down.
2. Message count on ETSOSTATUS topic for JMS_MONITORING_AGENT and RIB_RMS_SOSTATUS-SUB_1 shows 182880 and 0 respectively.
3. Using SOA utility, 10 messages were sent to ETSOSTATUS topic.
4. Message count on ETSOSTATUS topic for JMS_MONITORING_AGENT and RIB_RMS_SOSTATUS-SUB_1 now showed 182920 and 10 respectively.
5. Note that the issue is only with ETSOSTATUS topic for JMS_MONITORING_AGENT subscriber. All others are working fine.
