Attempt To Reset Password For Administrative User Returns Workset ID Does Not Exist Error (Doc ID 2831939.1)

Symptoms

When clicking on Forgot Password, a screen is presented asking for Email Address (profile) the password should be reset for. When clicking on 'Send Request', the following error is displayed at the top of the screen
