Symptoms

New PO's can be created for items that are in deleted status.

1. Mark an item for deletion. Ensure the status is moved to D.
2. Create a new PO using "Create from Existing" option. Make sure the item in step 1 is included in the PO
3. Note the new PO created has item from step1 which is in deleted status.
