Scroll Bar Missing on Business Process Record When All Upper Form Properties Are Hidden From View via Record Properties Restrictions Functionality (Doc ID 2832126.1)

Symptoms

When opening a record with all upper form properties hidden, there is no scroll bar on the record. This prevents access to the bottom of the form and requires collapsing blocks to reach the bottom of the form since it is not possible to scroll in the window.

This issue affects users or groups that have all upper form properties hidden from their view via the Record Properties restrictions functionality.

EXPECTED BEHAVIOR

The expectation is for a scroll bar to be visible on the record to allow users to scroll to the bottom of the record.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  1. Identify a business process with a long form including many blocks and fields that is larger than can fit on a single display.
  2. In business process setup under Record Properties, add a user or group and hide all upper form properties.
  3. Save the change.
  4. Log in or proxy in as a user inheriting the hidden upper form properties and open a record of the affected business process.
  5. There is no scroll bar and there is no way to scroll down the form unless the blocks are collapsed.
