OSF not Picking All the Regions Configured in the Admin UI to Display States (Doc ID 2832513.1)

ISSUE STATEMENT

OSF is not displaying all the regions configured in the Admin UI under the shipping address.

STEPS TO REPRODUCE

The issue can be reproduced at will with the following steps:

1) Login to Admin UI, add 2 Shipping regions of the same country and Publish the changes.
2) OSF is not showing all regions its only showing states from the last selected region from the exact same 2 countries.
Example: Select US-DAY as Region.
a. Choose Alabama and Washington as states.
Select US-Overnight Region
b. Choose Newyork and Vermontas 2 states for this region.
Now OSF is only showing Newyork and Vermont which is the last configured one.
