In Response History, Is there a way to disable the Disqualify button?

Steps to duplicate

1. Create a negotiation, publish it
2. Create a supplier response
3. Then go to Negotiation >Actions > Analyze > Analyze Negotiation
In Response History
See response available and Disqualify button.
