BIP Bursting Job To FTP Errors: File Cannot Be Opened For Writing

Symptoms
Created a ESS bursting job to send the text file to a FTP location for processing.
The process always ends in error with the message:
[INSTANCE_ID=bip.bi_server1]
[DELIVERY_ID=-1] Delivery is completed [INSTANCE_ID=bip.bi_server1]
[FTPProcessor]Delivery to SFTP completed with failure oracle.xdo.delivery.ssh2.SshException: File cannot be opened for writing.
[DELIVERY_ID=-1] Delivery is completed [INSTANCE_ID=bip.bi_server1]
[FTPProcessor]Delivery to SFTP completed with failure oracle.xdo.delivery.ssh2.SshException: File cannot be opened for writing.
However the output file is delivered successfully to the configured FTP location. Thus the user is never sure if the process worked or not.
This issue does not occur in Test, but does occur in Production.
