UDA's Are Case-Sensative (Doc ID 2833185.1)

Symptoms

When searching for a UDA in the 'UdaValueDesc' field, the field is case-sensitive. We believe this should not be case-sensitive and is confusing to some users


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Create item in MFCS
2) Select More Actions button and click on User Defined Attributes
3) Select UDA Value dropdown and click on Search at the bottom
4) In UdaValueDesc, notice how field is case sensitive when searching for a UDA
