GTM Incorrectly Sets Control Screening Status to 'TL/TS_CONTROL_SCREENING_PASSED' (Doc ID 2833433.1)

Symptoms

GTM incorrectly sets the GTM Transaction and Transaction Line control screening status to (TL/TS_CONTROL_SCREENING_PASSED), while (TL/TS_CONTROL_SCREENING_ON HOLD) is expected.

Example:
--------------
GTM Transaction: LICENSE_TRANSACTION

Select Transaction ID: LICENSE_TRANSACTION > actions > Execute Policy > Policy ID: LICENSE_01_02

Select Transaction ID: LICENSE_TRANSACTION > Actions > Manage License > Assign License Show Options > select the licenses > Assign

LICENSE_01 got assigned correctly

LICENSE_02 failed as expected

There is not enough quantity balance on the license lines or the preceding transaction lines for the transaction line <DOMAIN_NAME>.LICENSE_TRANSACTION.

The issue is that GTM sets the status to (TL/TS_CONTROL_SCREENING_PASSED) instead of (TL/TS_CONTROL_SCREENING_ON HOLD)
