Symptoms
GTM License is not getting assigned when there are multiple controls on Transaction Line
Example:

GTM Transaction: LICENSE_TRANSACTION_02
Agent ID: XXX
Agent Type: GTM TRANSACTION
Agent Event: GTM TRANSACTION - MODIFIED: INTERNAL or USER
Agent Action: EXECUTE POLICY: LICENSE_01_03, LICENSE_01_03
Policy ID: LICENSE_01_03
1 Compliance Rule Screening LICENSE_01
2 Compliance Rule Screening LICENSE_03
3 License Assignment
- Modify the GTM Transaction to trigger the agent
- The two license control screening (LICENSE_01, LICENSE_03) got assigned
- Only license (LICENSE_01) got assigned
- License (LICENSE_03) got not assigned while its valid and it should be assigned.
Note: Able to assign License (LICENSE_03) when using the the UI action. So this license is valid.
