On : 11.13.21.07.0 version, Global Human Resources
When attempting to convert pending worker to Employee,
the following error occurs.
ERROR

You can't create the work relationship because the primary work relationship is terminated after the start date.
STEPS

The issue can be reproduced at will with the following steps:
1. Convert pending worker to Employee
2. Below error is occurring
