Symptoms

When employees login To the Help esk application using the Responsive UI page the 'Create Service Request' button is not available

EXPECTED BEHAVIOR

Expect to be able to create an SR.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Help desk > HR service request
2. The Create Service Request button is missing
