"LPN Allocated" Message When Trying Using RF Locate LPN. Cannot Locate It. (Doc ID 2833903.1)

Symptoms

When having company parameter ALLOW_MOVING_OF_ALLOCATED_LPNS = no. If using the RF Locate LPN or RF Locate Pallet or  VBCS-Mobile: Putaway, WMS will pop up a message "LPN is Allocated" and does not allow to locate it. 
Expectation is that it should allow the locate even for allocated LPNs.
