SOAP & BI Publisher User Account Getting Locked Randomly

Symptoms
Intermittently, user cannot run SOAP services:
At the same time as having the issue with running the SOAP server, when the same user tries to access the BI Catalog through the Fusion UI, the User is getting:
The problem is intermittent: The problem occurs for a short time and suddenly it works again.
Here are some of the errors found in the logs:
See many *Item Locked* errors in sawserver logs.

Error Summary: oracle.xdo.webservice.exception.AccessDeniedException: java.lang.SecurityException: Failed to log into BI Publisher: invalid username or password.
