SOAP & BI Publisher User Account Getting Locked Randomly (Doc ID 2834774.1)

Symptoms

 Intermittently, user cannot run SOAP services:

Failed to log into BI Publisher: invalid username or password.

At the same time as having the issue with running the SOAP server, when the same user tries to access the BI Catalog through the Fusion UI, the User is getting:

Error 500: Internal Server Error.

The problem is intermittent: The problem occurs for a short time and suddenly it works again.

Here are some of the errors found in the logs:

See many *Item Locked* errors in sawserver logs.

Error Summary: oracle.xdo.webservice.exception.AccessDeniedException: java.lang.SecurityException: Failed to log into BI Publisher: invalid username or password.

User was unlocked multiple times using Forget Account and each time issue reappeared after a short time.
