Failure to sign into OIC

Symptoms
IWhen the user tries to sign into OIC,there is a second internal login page that appears and user is not able to login. In the login screen, it will say "Invalid ID or password.
Request Method: POST
Status Code: 403 Forbidden
Remote Address: xxx.xxx.xxx.xxx:80
In the login screen, it will say "Invalid ID or password. Please try again"
