IDCS Admin unable to toggle "Enable Provisioning" switch under Provisioning tab of "Oracle Applications Cloud (Fusion)" app within IDCS stripe (Doc ID 2835108.1)

Symptoms

 An IDCS admin for an IDCS stripe controlling a paired HCM/ODA instance pair clicks in to the "Oracle Applications Cloud (Fusion)" application in the IDCS admin console, navigates to the Provisioning tab, and sees the "Enable Provisioning" switch is OFF and the switch is disabled, ie: the admin cannot turn it ON. They get stuck on step 4 of the instructions at the following document: https://docs.oracle.com/en/cloud/paas/digital-assistant/tutorial-hcm-setup/#confirm-synch  and are unable to complete the configuration.
