Goal
On : 11.13.21.07.0 version, Financials/Accounting (Billing, Payments, Fees)
Issue 1:When a citizen tries to make a payment in the shopping cart user getting following error:
"Some fees have changed due to revised assessments. Verify the fees in your cart before continuing to checkout again."
User get this error for all payments in the shopping cart.
Issue 2:Some old permits are stuck in the Shopping Cart.
