Error Message "Short Description: Input Required" Is Returned When Creating A Payment Application Using REST Web Services

The REST alert message noted below is returned when when using "Create BP Record with Attachment" to create a new "Payment Application" BP Record. The "Short Description' data element is "required" and it has been confirmed that there is data entered in the field during record creation. It has also been confirmed that the message occurs when the H"Sort Description" is truly left blank.
"Short Description: Input required"
The issue can be reproduced at will with the following steps:
- Prepare the REST client with a "Create BP Record with Attachment" REST call in order to create a new Payment Application type BP Record.
- Send the call and the REST client reports the error noted above, even though the data was included in the Short Description field.
