Symptoms
You have changed the Legal Entity Start Date from the Work Relationship page, but the first assignment record's effective start date (i.e hire record) did not change.
Steps to reproduce

My Client Groups > Person Management > search for a person > Work Relationship > change Legal Entity Start Date > Submit > this changes the legal entity start date.
My Client Groups > Person Management > Employment > query the first assignment record i.e. hire action record > effective start date doesn't match with legal entity start date.
