ICP added on the JOB offered is not transferring o Pending Worker
EXPECTED BEHAVIOR

ICP should be transferred
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Create Job offered and add ICP
2. Transfer to candidate to HR as Pending worker
