Specific User Is Unable to Export to XML for Specific Projects/EPS and Receives the Following Error: "No such file or directory"

Symptoms
When a specific user attempts to export a project to XML, located in a specific EPS, they receive a consistent error.
FAILURE LOG DETAILS:
<Path to directory>/XXX.xml (No such file or directory)
ADDITIONAL:
With the SAME access and privileges, the affected user is able to export any project to XML from other EPS's.
Other users are able to SUCCESSFULLY export projects to XML in any EPS.
The issue occurs for 1 specific EPS and 1 specific user in P6 Professional.
The affected user can successfully export from P6Web.
STEPS
The issue can be reproduced at will with the following steps:
1. Login to P6 Professional as the affected user.
2. Attempt to export a project from the specific EPS.
3. Observe the reported error.
