Inbound Shipment Hdr Stuck In Receiving Started Status

Symptoms
ACTUAL BEHAVIOR
---------------
Complete Purchase Order quantity is received but still IB Shipment is stuck in Receiving started status.
EXPECTED BEHAVIOR
-----------------------
It is expected to show IB Shipment Hdr in Receiving complete status as full quantity is already received.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In "Recv {lpn} Shipment" RF Screen set module parameter rcv-sku-not-on-shpmnt is set as yes.
2. Create shipment without any Dtl to it.
3. Received a blind LPN of 1 quantity using RF and located it.
4. Navigate to IB Shipment UI
5. Query for shipment, below details can be seen
Shipment Status: Receiving Started
Received Percentage: 0
Rcvd LPN Count: 1
Rcvd Qty: 1
6. Navigate to Dtl - there is ony one line
Shipped Qty: 0
Received Qty: 1
