Purchase Order Total Expenses Not Being Calculated For Packs Through Data Conversion Tool

Symptoms
During PO loading through DC tool, Pack items TEXP becomes 0 when it should have a value.
The issue can be reproduced at will with the following steps:
1. Create the dc file where the pack and component both have the ELC component present.
2. Consume the dc file using tool.
3. Order has been created successfully and base tables get populated.
4. Notice for the component item ORDLOC_EXP hold the ELC comp information and TEXP also calculated. Whereas for the pack there is no ELC component present and expected value for TEXP is 0.
