When Running a P6 Web Services Request the Error "SAML Token is missing from request" Occurs (Doc ID 2847335.1)

When attempting to run any P6 Web Services request with UsernameToken authentication, the following error occurs.

    <faultstring>SAML Token is missing from request.</faultstring>


The issue can be reproduced at will with the following steps:
