IDCS: Password expiry e-mail not received prior to set date for expiration

Goal
Didn't get a proactive email notification informing about the upcoming password expiration for IDCS system. E-mail was configured for the user, however the notification email was not sent.
Please note that the IDCS does not send out notifications noting the password is about to expire: https://docs.oracle.com/en/cloud/paas/identity-cloud/uaids/user-notifications.html
