IDCS: Unable To Assign New Users To Fusion 13 application (synchronization not performed) (Doc ID 2847865.1)

Goal

This article explains a couple of two different issues when unable to assign new users to Fusions 13 applications (when synchronization fails), and solution steps to resolution.

Issue 1:
User can login with the SSO, even though the Identity config is not having the user assigned to FA:

 
Issue 2 – I am not able to assign new users to the FA 13 application:

Navigate to Users -> Access tab -> Assign Fusion 13 (this bypasses the Managed App error shown)
