Symptoms

When attempting to add or update an Individual Compensation Distribution for an employee, the following warning message appears:

WARNING

Changes to this data are pending approval.
You can't update this data until the approval completes.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Attempt to add or update the ICP.
Warning message displays.
