ACTUAL BEHAVIOR

When attempting to update Cost Allocation Account V3 Segments or other attributes specific to an Costing Info or Options Element Entry or Payment Source with a more recent Start Date, the file loads successfully, but the load resulted in removing the Segments and other attributes associated with the prior record with an earlier Start Date

EXPECTED BEHAVIOR

The load of the Cost Allocation Account V3 should not affect the prior date record(s)

STEPS

The issue can be reproduced at will with the following steps:
1. Load the Cost Allocation Account V3 record specific to Costing Info or Options Element Entry or Payment Source with a more recent Start Date successfully
2. Observe that the load resulted in removing the Segments and other attributes associated with the prior record with an earlier Start Date
