ACTUAL BEHAVIOR

When attempting to cancel the work relationship for an employee, an error occurs.

ERROR:
------------
"PER-1531781Correct the country of the person''s contact to a valid country before canceling the work relationship."

EXPECTED BEHAVIOR
-----------------------
Expected to be able to cancel the WR without any issue.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Person Management > Work relationship
2. Click on Actions > Cancel Work relationship.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot continue their processing for this employee
