Transaction Matching Filter Buckets Not Pulling All Values (Doc ID 2848260.1)

Symptoms

 I have a filter bucket enabled on a match type for student ID. When I search for a specific student ID, it says No Matches Found in the filter bucket. When I add a filter on the debit and credit side to filter on the same student, the filter works. Is there a limit of how many record show in the filter bucket? Why does it work when I manually add the filter but doesn't exist in the bucket?
