ACTUAL BEHAVIOR
---------------
Level/Position and Step are unable to be made 'Required' through HCM Experience Design Studio for 'Promote' action for certain users even though they are available fields.
EXPECTED BEHAVIOR
-----------------------
All fields available in Design Studio that have the 'Required' attribute should be able to be made required.
STEPS
-----------------------
1. Create a rule for 'Promote' action under HCM Experience Design Studio
2. Make Level/Position and Step as 'Required'
3. Proceed to the 'Promote' action and see that the fields are not required.
