Purchase agreement is stuck in 'Pending Approval' even when the approval rule is Auto Approve

Purchase agreement should be in Open status
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Agreement using FBDI/ Manually
2. Submit for approval
3.BPA in 'Pending approval' status
