Duplicated Messages From Oracle Digital Assistant (ODA) Web SDK

Symptoms
Users are seeing duplicated messages in ODA chat widget response.
Diagnosis:
- Upon inspection of the browser, there is also websocket connection error ("failed"), as detailed in KM 2848848.1.
- The channel ID is confirmed to be correctly specified.
- This was previously working (ie. no duplicated message in response) when there is no websocket error.
- The Web SDK version is old (pre-21.02 version).
- Auto-complete feature is enabled.
