"ORA-28759: failure to open file" Error When Trying to Access ADW Through an Externalized Connection (Doc ID 2848898.1)

Symptoms

You have configured an Externalized Connection to an ADW database in your RPD.  However, when trying to use any Subject Area in a workbook it fails with:

State: HY000. Code: 43119. [nQSError: 43119] Query Failed: (HY000)
State: HY000. Code: 17001. [nQSError: 17001] Oracle Error code: 28759, message: ORA-28759: failure to open file at OCI call OCIServerAttach.
