Users With @xxxx.com In Sec Users Table Do Not Have Any Merch Hierarchy Data Access (Doc ID 2850158.1)

Symptoms

Users with @xxxxx.com in sec users table do not have any merch hierarchy data access.
We have provided data access to full merch hierarchy to all sec users who have application ID with email domain @xxxxxx.com. When they go to Manage Items screen, they do not have access. When they go to Merch Hierarchy and try to add a group, and they go and search division dropdown, they do not have access.
A test user, POC_RETAIL_FILTERING_5, has identical data access assignments to many of the @xxxxxx.com users and is able to see merch data in the system - on the merch hierarchy screen for adding a group or on the Manage Item screen.
Why can POC_RETAIL_FILTERING_5 have data access but, as example, abcd@xxxxxx.com has no data access for merch hierarchy.

Steps To Reproduce:

  1. Create a new security user in lower-case example ( abcd_xyz@xxxx.com).
  2. Make sure DATA_LEVEL_SECURITY_IND is enabled in the system.
  3. Use the lower-case user to system and access merchandising hierarchy and notice that the dropdowns shows 'NO DATA FOUND'.
